Equipment measurability is a design characteristic that evaluates the capability tobe measured (or tested) and the guarantee of accuracy for measure (or test) equipments.Measurability design is the process to improve measurability by some means, itcontributes to the implementation of metrology support in the stages of development,production, use, and maintenance, thereby ensure the accuracy of measure, the stabilityof control and the effectiveness of combat of equipment. Due to the lack of theory andtechnology of measurability now, it is necessary and significant to carry out thisresearch for the actual implementation of measurability design work.The objectives and four definitions of equipment measurability were analyzed,measurability requirements for entire life cycle of equipment were summarized. Then, asignal-oriented method for measure requirements description and resource configurationwas put forward, and standard instruments were configured for a vehicle-basedmetrology station. Finally, the measurability indices architecture was studied, theconstruction method for indices architecture based on project phase was presented withcommon parameters analysis, and the indices determining process in which military andproducers fully participate was established.The information flow model and multi-signal model are two classical testabilitymodels, referring to above two models, information flow modeling theory ofmeasurability was proposed in this paper. Aiming at multi-signal, wide range etc incurrent measuring (test) equipments, then the multi-signal model was studied in detailfor its advantages. The basic theory of measurability analysis based on correlationmatrix was given. Finally, the information flow model of a vehicle-based metrologystation was set up, and then the measurability was analyzed using correlation matrix indetail, which verifies the practicability of the basic theory.Optimization design of measure strategy is a selection and reasonable schedulingof measuring projects based on the simplified correlation matrix, so as to meet the indexrequirements, such as traceability rate, measure coverage rate etc. The seeking methodsof measure for out-of-tolerance detection and position were respectively introduced inthis paper, on the basis of which metrology verification tree was set up, and the impactof measure cycle and cost was simply discussed. Take the self-developed checkingstandard system as the verification object, its multi-signal model and correlation matrixwas established, the measure strategy was developed and analyzed, the conclusion wasconsistent with the actual metrology regulation of equipment, which demonstrate thevalidity of the design method of measure strategy.
