Researches on urban spatial structure are mostly about integral urban level in macro scale and residential block level in micro scale. However, studies on "blocks" in medium scale are few. Our group think that the block whose functional structure, spatial structure and social structure have a fundamental influence on the operation of urban system. Housing market-oriented reforms introduced in the1990s, have promoted changes in the structure of urban blocks. Conflicts brought by working and residential separation are outstanding which have spawned the demands for motorized travel directly, leading to traffic congestion, environmental pollution and social isolation problems in large and medium-sized cities.Macroscopic and microscopic but small land mass level studies have a larger limitations, the macro level, city of each function area and the relationship between it and the city pattern, the internal functions of tissue does not involve. Due to the too big geographical range, that the use of functional hybrid rate is very high, duty lives balance basically, but because of the mixed function and balance in a larger geographical range, so in fact, each region among commuters still may be large; and the microcosmic level, land area is too small, in the actual operation, due to the restriction of land use index, shape control, the microcosmic plots of strategy, not reasonable implementation land effective mixing. Therefore, require a compromise measurethe media of level study. The modern city tend to be city expressways and arterial road network to structure city overall planning spatial pattern, the spatial unit as constitute the whole city space " cell ", the function of the organization of city function of overall operation plays a basic role. City of expressways and trunk road in the city function play an important role in operation of the circulation, and the city’s main road expressway or enclosed space becomes whole city space structure the basic space unit. However the unit of space scale can effectively achieve the duty lives in relative balance, reduce the car commuter travel have a certain significance.The main contents include four parts:the first part first reviewed the duty lives in relative balance of the formation and development of the concept, the duty lives in balance of city planning theory, the theoretical research on the development of vocational and his balance, summarizes the research trend prospect;the second part of the analysis of the car; inhibition of commuter travel city space unit characteristic, elaborated the inhibition of private car travel city space unit land use and size characteristics; third part on the inhibition of private car commuter travel the city space unit scale selection made theoretical research, and put forward the theoretical assumptions,will eventually the objects studied in this project will be locked in "blocks" in medium scale——walking-accessary block "W-Block" and bicycle-accessary block "B-Block"; the fourth part through the two typical blocks of different scales are taken to make empirical study; applying a spatial analysis software MapInfo professional to conductquantitative analysis methods are used to determine the functional structure, space structure and social structure characteristic of the two typical blocks, and TransCAD EXCEL software to reveal the relationship between the structure of the "block" and the structure of residents’travel behavior. The effects of the two different scale blocks to mobility inhibiting are compared to feature out which scale of spatial unit is more effective in implementing the mixture of land use; Then an ideal structure model of the "block" in medium scale aiming at inhibiting mobility is proposed to provide theoretical support for urban spatial planning in medium scale. The article hopes to based on the inhibition of private car commuter travel the city space unit scale study, optimizing the city structure, promoting sustainable development city. At the end of the article summarizes research and the others on the balance of the study summarizes gets some inspiration, and a follow-up study put forward preliminary suggestions.
