With the development of power system in our country towards intelligent,networking, and digitization, it is a necessity to put forward a strict requirement for thequantity of the current and voltage transformers, but also the function of them must befurther improved. Because the electromagnetic current transformers have suchshortcomings as magnetic saturation of internal core, insulation structure is complex, highcost, bulky and not easy to install, it is difficult for them to keep up with the high speed,secure and stable operation of the power system. Since the development of optoelectronicstechnology and optical fiber sensing, digital processing technology, and promote theresearch and development of photoelectric current transformer (OECT). It hasincomparable advantages to traditional electromagnetic current transformer, It can applyto the higher voltage level of the power system.Firstly, Selected PCB-Rogowski coil as a high-voltage sensing head in this paper. Theimprovement of High-Voltage Side Circuit was proposed, including use of digital circuitsway to achieve integration, the design of the high voltage circuit of current transformertaking V/F converter circuit and the monostable74121as the core. Secondly, Thesimulation of this circuit was executed by Protues and the results show that theeffectiveness of the design scheme, and meet the low power requiremengts of theelectronic circuits in the high voltage circuit. Thirdly, a variety of methods of powersupply in the high voltage were discussed and then selects the method that the powersupply was offered by laser source in the low voltage side. The semiconductor laser sourcewas placed on the low voltage side, After the fiber transmission reach to the photoelectricconversion of the high voltage side, After transform the light power to electronic power,the high voltage circuit of OECT can be supplied well by the voltages that transformedform DC-DC devices.Finally, the signal processing was used by the wavelet lifting algorithm. It gets thesimulation curve of the test data by the MATLAB software, not only ensure the measureaccuracy, but also make the system apply in more engineering applications.
