With the rapid socio-economic development in Heilongjiang Province,the on going construction of the road traffic network and growing vehicle ownership,the contradiction between the rapid economic development and the relative lag of the transportation infrastructure is becoming increasingly apparent,all kinds of roads in serious traffic jams,accidents and other emergencies surged,traffic safety problem is getting worse.Meanwhile,China's sudden mass incidents,major security incidents,major events such as traffic jams occur frequently,showing a growing trend,brings great loss and threat to people's lives and property,social wealth and social stability.Currently,for unexpectedness,complexity and unavoidable characteristic of road traffic incidents,traditional traffic emergency management relies on artificial experience to reduce the impact time of the event as the goal,But when faced with complex,real-time changes in the traffic congestion situation and requirements,a limited amount of information artificially,often appear difficult to avoid conflicts,omissions,low resource utilization problems and unable to share experience in dealing with such problems.How to establish an emergency command mechanism to deal with emergencies and to effectively deal with,it put forward new challenges to the management of the emergency command ability.In this paper,combined with Heilongjiang Province highway traffic emergency command business process,introducing decision support and fuzzy reasoning and feedback technology,role access control technologies,.Net,SQL server and MapInfo as the development platform,to achieve the Heilongjiang highway traffic emergency command system.This paper studies and analyzes the business requirements of the road traffic emergency command system and the requirements of the function and performance,according to the demand analysis,complete the system design.Combined with the system requirement analysis and decision support technology,with Visual Studio2005 development platform for the system,mapx5.0 function of GIS plug-in,the relevant data from SQL Server 2008 storage system,ultimately,it designs the Heilongjiang highway traffic emergency command system,to reduce dependence on human factors,enhance accident disposal efficiency and resource utilization,effectively enhance the highway traffic emergency information and scientific level,so as to improve the level of public service and satisfaction.Finally,the paper studies and introduces the application of decision support technology in the emergency command system,explains the specific implementation steps,processesand functions,and analyzes the effect of the implementation of the decision support system.
