The water is the foundation of people’s life, as well as the source of the human’sactivities. The people who have the right of freedom can enjoy the beneficial rightwithout conditions before the necessary resource: water. Natural attributes of waterresources such as its liquidity, circularity and systemic and social attributes such as itsnecessity, unlimitiedness determine that the water resource is a kind of shared socialwelfare. Namely, there is no need to compete before consumption and exclude beforebenefit. If water resource must be treated by the view of modern division of labor, thewater resource should be conform to the public goods according to the public goodstheory. However, with the development of society and economy, the improvement ofpeople’s living standard, constantly promotion and improvement of the marketeconomic model, the water resource shows its serious situation, especially itsshortage, in different kinds of area. Due to water resource naturally distributeunbalanced, people always feel crowded even intersected during the course of usingwater. It results that people always face the danger from the shortage of water and thedirty water. In order to maintain ecological sustainability, ensure the survival rights ofhuman beings, keep the water resource used efficiently, we have to explore a waterresource management method which can cater to the development of society andeconomy. Based on the files about water resource, this paper finds that Israel, a desertcountry, takes the means of law, administration, institution and technology together tomanage the water resource, to share the welfare of water, to improve the watereconomy, to use water efficiently, to save the water and so on. This paper attempts toobtain constructive advices for constructing the water-saving society in our countrythrough summarizing the water-saving experience of Israel.
