Research On The Regime Of Integrated Water Resource Management Of River Basin

The thesis finds the experience from literature review from international river basinmanagement reference and articles, and finds the solution from EU’s Water FrameworkDirective and other organizations, such as WWF, GWP, et al. In addition, we characterize theactual condition of the river, and analyzes the regulations and laws in Jilin province, andsummarize the institutional arrangement of management, the water service managementcondition, the public participation, the financial investment source, information openness, andso on, and put forward a feasible advice. Our suggestions mainly comes from the perspectiveof the integrity of laws and regulations, the establishment of management commission, thearrangement of functional institutions, the setting of water service management frameworkalong river, the efficiency of public participation, the insurance of information transparencyand openness, the education and propaganda of river basin protection and management, et cl.And the paper gives a comprehensive and sound regime reform scheme. We learn theadvanced experience from “regulations of Tai lake basin management”, and take thereference from the Fraser river basin management mode in Canada, and combine thecharacteristics of Yitong river, we suggest establishing Total Management and ProtectionCommission of Yitong River Basin under the framework of relevant laws and regulations. Inthe prospective of water service, we take the advantages of tiered pricing for household waterand high price of sewage in Australia, and learn the good points from Germany water servicemanagement, we give an scheme of management of water service from basin scale. In theperspective of public participation, we use the social learning theory, the theory has keyfunction of implementing and developing management. The more diversity the participation is,the more chances self-mobilization is, and the more social learning happens. In publiceducation, we find the board game is efficient, the research can make the stakeholders(especially farmer) realize the problems of the basin, the equality of the upstream anddownstream, and it can widen the knowledge of participants, and improve the conscience ofparticipation on management of the river together with the government. Also we suggest theecological compensation mechanism should be present, and we should absorb the socialstrength to invest the management. In this way, the source of investment is diversified, and itwas good for the sustainability of the river. The thesis just give a feasible scheme ofmanagement reform, of course, we understand the reform is a process, not only a result,therefore it takes time and energy, we just hope the paper could attract the attention andacceptance of relevant water management institution and government, and can be an advicefor the sustainability of water resource management in river basin.
