New urban districts are now being in the rapid development period, and the transportplanning of new urban district is the key points and difficulties in its planning program. At thesame time, the traditional transport planning concept is lack of interaction between land use andtransport system, transport systems are often in a subordinate position. This concept is one ofthe primary cause of the current traffic problems, needs to be improved. And the developmentof new urban district is also different from the built-up area, it is necessary to research theapplicability of traditional transport planning method at the new district transport planning work.This paper analysis the characteristics of land use and transportation demand in the newurban district, points out the transportation characteristics of urban district can be adjusted andguided through the planning. Studies the necessity of research coordination between land useplanning and transport planning, and points out that the key indicators–plot ratio and thecapacity of road network. According to the characteristics of the urban district, this paperpresents the suitable planning concepts of new urban district, and gives the ideas and methodsof process.Then, based on the concept of road network capacity, this paper analyzes its characteristicsand influencing factors of new district road network, presents the concept of the ultimatecapacity of road network based on control indicators, and constructs the ultimate capacity modelof road network in new urban district. Use Genetic Algorithm and local optimization algorithmto solve the model.Based on the above new district transport planning concept, proposed the urban districtplanning of transportation demand control indicators. In order to feedback the land use planning,using the ultimate capacity model of road network to calculate the limit of the district trafficgeneration. This paper points out that the core idea of the planning, the technical route, the stepsand key points.Finally, after adjusting the land use control indicators, the transport demand will bechanged, and the road network should be optimized the transformation. This paper proposed amodel to optimized the road network technical indicators, provides quantitative support for thenew urban district road network reconstruction.
