With the rapid development of city's economic and the substantial improvement of the city's motorization level, the city began to appear a variety of problems, such as resource constraints, environmental pollution, traffic congestion and other problems, leading to the existing built-up areas of the city cannot meet the demand of people's living, life and work and other needs. The city begins to expand in order to meet the needs of the city at the same time alleviate the above problems, began construction of a large number of new urban districts, while the transportation planning of new urban district is like drawing a line on a entirely blank paper. Largely different from the traditional traffic planning based on the city's existing conditions. Compared to planning on the original cities' subjection to many conditions, the development of new concepts in the new urban districts require less cost, easier to implement. Road network in new urban districts is an important part of the urban transport system, and it is also an important infrastructure for both social and economic development of urban district and living dependents. The road network is the skeleton of the entire new urban district, only a scientific and reasonable road network planning can better promote the development of new urban districts.Firstly, this article analyze the differences between new urban districts and original cities, further the differences and similarities of road network planning between new urban district and built-up areas were analyzed, and some planning concepts and principles for new urban district road network are put forward from a high foresight. Then based on the analysis of particularity of traffic demand forecast in new urban districts, a proposal of urban district road network scale is put forward based on the balance of the supply and demand, as well as road network layout, road connecting the surrounding area based on the concept of integration and evaluation about plan using the AHP, thereby a fairly complete set of systems theory and feasible method are provided to guide new urban districts' road network system planning.
