Entering the 21st century, China's population has expanded, and more and more people swarm into city from countries. With urban economic level increased, motorization is more and more obvious, that leads to existing cities cannot satisfy the needs of people's reside, live and work. So expanding urban development space, seek new urban growth for granted because of original cities capacity reached its'limit. Therefore, the construction of new urban district, almost throughout China in recent years.Urban population and industry transfer and centralized to the new urban district, which alleviated the pressure of population, resources and environment that encountered at original urban development stage. Urban road network system is the carrier of urban traffic, so only reasonable road network system planning for directing new urban district construction a conform to the city nature, size, meet residents of travel demand road network construction system, to ensure the healthy development of the new urban district for the future, so road network system planning theory method is the main research object in this paper.There both relation and difference at road network system planning between new urban district and original cities. The new urban district land use in the highly development phase, statistical data is unable to obtain because the various subsystems has not mature, so we should seek new road network system planning theory method which suit for new urban district.Firstly,this paper analyses the relationship between new urban district road network system and land use, proposed in new urban district road network system planning idea at the foundation of summarizes the commonly existing problems of current domestic urban road network system; Secondly, it starts from analysis the influence factors of road network density and road level structure, put forward new method to determine the rational scale of road network based on the efficiency of the dweller, and new method to determine the hierarchical structure of road network based on the balance of quantity, at base of summary of the existing theory method. Then, this paper analyzed the influence factors of layout of road network,basic requirements and basic principles after that, this paper makes a detailed discussion for the new urban district road network layout, center network layout, urban development axis layout, residential area network layout. Afterwards, it screened planning scheme evaluation index suit for new urban district according to the characteristics of new urban district, established the index system, evaluation index dimensionless and solving index weight distribution of value.At last,it planning for road network system for instance in Xi'an LinTong seismostation resort, according to the study of theoretical achievements.The results of this paper provide the theoretical basis for reference for new urban district road network system planning.
