As the economy of our nation develops in an incredibly fast pace, the expressway industry is correspondingly growing. An expressway network gradually comes together, witnessing a rapid growth of the traffic volume, alongside with it is an alarmingly higher rate of traffic accidents. Statics from the last decade indicates that the current state of the transportation safety of our country is far from satisfaction. The total amount of accidents that is stacking faster than ever, the accident black-spots that spread wider, and the variations in types of accidents, has become the infamous caricature of the Chinese highways. To examine the precautions we take to prevent the accident black-spots, and to analyze and research for a betterway, is extremely important for transportation safety and finally a healthy and sustainable economic growth.Route G4which connects Beijing, Macau and Hong Kong, is one of the firstexpressways the government has built. It is one of the major routes in the Chineseexpressway network, and plays a key role in the transportation of Southeast and mid China,as well as Macau and HK. Due to its specific location, the section between Beijing andShijiazhuang, has the largest traffic volume and the highest rate of heavy vehicles. In2010,the section of the section has an average traffic rate at38242pcu/d, and a maximum at54672pcu/d. This part of the road has the highest total count of accidents, which also meansthe highest rate. It is crucial to analyze the date and modify the current precautious methods.This article analyzed practical problems through optimization theory. Under thedirection of dialectics theory,ontology theory,and paradox theory, this article firstlyanalyzed how accident black-spot formed form three aspects, includingpeople,rouad,environment and managment,and how to identify accident black-spot, how toinvestigate and traffic accident,second, based on traffic accident data of Jingshi freewayform2005to2010,this article calssified accident data through road alignment,occurencereason, and identified the accident through cumulative frequency curve method andreasonable segmentation method,and analyzed occurence reason of accident black-spot,at last,this ariticle evaluated present security prevention and control system of Jingshi freewaythrough AHP and fuzzy comprehensive evaluation method,raised some recommendationsfor improving accident black-spot.This article have practical reference value for identifyingand preventing accident black-spot of freeway.
