The Reserch Of Administration About Bj Railways Bureau High Speed Railway Track

The railway is not only an important transportation infrastructure, but also an important infrastructure for promoting the world’s economic and social development. High speed railway has advantages of rapidity, safety and reliability, affordable, large carrying capacity and others in passenger transport market. The high-speed railway under the jurisdiction of BJ Railway Bureau will be more than1,500kilometers by the end of2013. Effective maintenance and management of high speed railway is the guarantee measures basic goal of high-speed railway "afety, comfort, order" operational requirements. Then it is very necessary to study the maintenance and management of railway engineering in the high-speed railway in order to form the unified maintenance management system.It is summed up the reference to establish the high-speed railway engineering maintenance and management of BJ Railway Bureau in this paper by collecting the situation of engineering maintenance management of the general rapid railway and the opened high-speed railway in China and other country, combining the features of equipment and facilities of the high-speed railway engineering and the present situation of railway engineering maintenance management tasks of BJ Railway Bureau, analyzing internal and external environment faced by high-speed railway engineering maintenance management of BJ Railway Bureau, using SWOT analysis to analyze strengths and weaknesses, opportunities and threats of high-speed railway engineering maintenance and management of BJ Railway Bureau. It is presented establishing SO strategy, WO strategies, ST strategies, WT strategy of maintenance management system, taking controlling measures for the encountered problems through comparing and implementing SO strategy and making recommendations on related issues. It is elaborated the construction on high-speed railway engineering maintenance management system of BJ Railway Bureau by the maintenance and management of high-speed rail system engineering of BJ Railway Bureau from the maintenance management organization and management models, rules and regulations establishment, quality controlling of equipment, production process management, maintenance techniques and methods, human resource management, high-speed railway engineering culture and other aspects. It analyzed the implementation effect of high-speed railway engineering maintenance management system of BJ Railway Bureau to make the recommendations for further improvementFinally, it is concluded the key concerned problems in the high speed railway engineering maintenance management level of BJ Railway Bureau in management, technology and execution at all levels for perfecting the high-speed railway engineering maintenance management system for the railway engineering system to make a useful research, exploration and suggestions.
