Water is one of the most important natural resources, related to national economyand the people’s livelihood. With the continuous development of economic society,water, as an essential resource, is needed steadily on the increase. Meanwhile, in theprocess of development and utilization of water resource, there exist many problems.On the one hand, due to the natural quality of water resource, many conflicts havebeen triggered in the process of water resource utilization between such areas as theupstream and the downstream and the right bank and the left bank. On the other hand,because of the administrative region management principle of water resource, theintegrity of the whole drainage basin has been broken, which results into sharingconflicts of regional water resource. The conflicts,which is diversity of subject andcomplex of situation,make the traditional hierarchical and market governance introuble.This paper discusses the regional water sharing conflicts based on the theoreticalperspective of policy network, analyses the interacted relationship and behaviors indifferent government networks and the issue network that participate in the policyprocess by clarifying the network subject of the regional water sharing conflictsgovernance in China. This paper applies the policy network theory to the process ofregional water sharing conflicts governance. It analyses and discusses each networksubjects how to play a role in the process of policy formulation and implementationthrough the network. For the first and second part,this paper describes and analyzesthe basic cotentof the network policy theory.which bulid a theory basic of sharingconflicts of reginal water resource governance. In the third part,the policy networktheory is uesed to the process of the sharing conflicts of reginal water resourcegovernance. And through the pan-pearl river delta regional governance practices tofurther illustrate the policy network theory in sharing conflicts of reginal waterresource governance.The forth and fifth part mainly analyzes the practice effect of thepolicy network theory.And the problems that exisit in actual operation.And putsforward suggestions.
