A Study On Policy Effects Of Five Water Co-governance In Qiantang River Area

Water management and allocation is relevant to the life of residents.With the development of economy and society,people began to realize the importance of water management and allocation.The implement of co-governance of five water in Zhejiang Province in 2014,signified the mental shift of water management.According to the practice of Qiantang River Area and Extension Knowledge,the study explained the operational mechanism of the policy of co-governance of five water,interpreting superiority of this water policy.Based on game theory,the article discussed several different water management model,and then came to the conclusion that the most efficient water management model required the participant of water market,explaining the low efficiency that happened in co-governance of five water,The study could inspire government in the later period of this water policy.Then the study chose Qiantang River Area and five cities of it as research objects,such as Hangzhou,Quzhou,Jinhua,Shaoxing,Lishui.The author build the evolution system to assess the policy effects of co-governance of five water,from the perspective of residents' sense of happiness about water.First,the study chose promoting residents' sense of happiness about water as research objective.Then,according to the scientific study and the data,summarized a series of water management measures into three targets,improving water efficiency of national economic development,increasing residents' water happiness and protecting sustainable security of water system.And defined these targets as the second order of this evolution system.Finally,the author used Principal Component Analysis method to realize the dimensionality reduction of indexes chosen before,determined the weight and then went on to get the total score of each city.With the application of before and after Comparison,the study compared each city with each other,and drew these following conclusion:Firstly,people's water happiness has experienced a vast improvement,since the cogovernance of five water policy was raised at the end of the year 2013.Residents' water efficiency tends to increase in all five cities.Among them,the water efficiency of Quzhou,Jinhua,Lishui in2014,is significantly higher than that of preceding years,which is accordance with the co-governance of five water period.In contrast,the increase of Hangzhou and Shaoxing appeared during the year of 2012-2013.Because the strong awareness of water management of both of them pushed them to take action early.Seconly,The water efficiency of national economic development rose steadily during 2008-2015.The increasing speed even has a tendency to slow down.This trend indicates that the government began to realize the importance of coordination of water,economy and society.Thirdly,the fluctuation mainly took place on the curve of water conservancy construction.There is a significant rise during 2013-2015 on the curve of each research object because of the co-governance of five water policy.Then,all five cities have experienced a similar tendency on water management total score.When the government relax the water management control,the stability of the management system cannot be guaranteed.Finally,the article came to the conclusion that the protection of the achievement of water management,the construction of water and emission trading market,the establishment of a strong legal system is the new direction of co-governance of five water policy.
