After analyzing the water resource and its usage in urban Dalian and predicting the water demand with mathematical methods, the author concluded that Dalian is water-resource lacking, and, accordingly, proposed some advanced water-saving techniques and relative policy suggestions.The author first surveyed and analyzed the status quo of water resource, water source, urban water supply, water supplying system, water usage, combined with analyzing Urban Water Supply Guideline, and then he suggested that lack of water resource has been restraining the development of Dalian.Such methods were applied in predicting the water demand as tendency method,fitting-formula method, relativity-analysis method, indicator-analysis method and systematic dynamics method, which in combination helped to predict water demand in 2001, 2005 and 2010 of Dalian. The author concluded that Dalian is to face fresh water crisis in mid-21st century.The measure for tackling with insufficient water resource falls into two major techniques: central water and harnessing polluted water.The author experimented the VTBR biochemical reactors-hollowsuper- fiber-filter-film in tapping reused water, and concluded that tapping reused water is an effective and feasible technique.The author in the last studied water-saving policies of Dalian and proposed policy suggestions for improving water supply and water usage, as well as some effective measures for appeasing over-demand.
