The system has long-term development potential and important significance to improve the efficiency of reading meters and measurement management, and to improve the power consumption management level of modernization.This thesis first analyzes the historic development of quality management theory and its correlative theory, and then researches the method of quality management on watt hour meters batch rotation project in the background of the low voltage concentrate calling meters system construction in Jianghai Bureau, from the point of view of how to reduce the quality problems and improve the overall quality of the watt hour meters batch rotation project, following the principle and steps of project quality management, and with the use of kinds of project management tools such as pareto diagrams, flow charts, causality charts and strategy tables. The main content of this thesis is the quality plan, quality assurance and quality control of the watt hour meters batch rotation project.Firstly, the quality plan establishing the project quality objective system around the overall quality objective of the rate of customer complaints and the success rate of calling meters, clearing the quality management organization and staff duties, and elaborating the resource management.Secondly, the quality assurance expounding how to assure the project quality management achieving the quality objectives expected from construction technique assurance measures, material assurance measures-construction procedure control measures and construction team management assurance measures.Thirdly,the quality control decompositing the engineering into design stage and construction stage, summarizing the common quality problems in these stages systematically first, and then analyse their reasons and consequences minutely, and put forward the effective control measures in accordance with the common quality problems at last.
