With the growing of population and economic needs, leading to the shortage of energy and environmental issues have become increasingly prominent. Therefore, relizing energy transformation and developing new energy, especially electric vehicles, is one of the best options to solve the energy and environmental issues. In order to extend the electric vehicle large scale and commercialization, it is very necessary to build the stable, safe, reliable charging station for the electric vehicles. Monitoring system is an important part of charging station to ensure the charging station in safe and reliable operation, high automation, and high efficiency power saving.First of all, this paper analyzes the classification, characteristics, charging mode of electric vehicle as well as the basic components of charging station and summarizes the current development difficulties of electric vehicle as well as the impact of electric vehicles to the grid. Secondly, in the analysis of the application mode, monitoring objects, network architecture and communication foundation of monitoring system, this paper summarizes the functional requirements of monitoring system, which is including real-time data acquisition and processing, alarm processing, distribution monitoring, charging control, battery replacement monitors, smoke surveillance, electric vehicle operation monitoring as well as metering and billing function. And then analyzes the key technologies of monitoring system, as well as the select of software development platform and system databases in monitoring system which is designed in this paper. After the study of the monitoring system, this paper designed the main interface which combines with VBScript, JavaScript programming language and OpenGL technology. The main interface is including login interface, the main interface, and user interface management system, which can control the subsystem in convenient and efficient. Finally, by analysis the key technologies and functional requirements of monitoring system, this paper designed a monitoring system which VBScript and JavaScript as the development language, SQL Server as the database. The monitoring system is including charging monitoring, database, storage monitoring, event alarms, recorded wave data, reports view and historical events and other subsystems.
