Study On The Operation And Management Of Electric Power Dispatching Data Network Based On Smart Grid

With the development of science and technology, the power industry in China gains rapid development, and make great achievements for the necessary energy support of the national economy. Although the electrical equipment and communications technology got an enormous change in the past30years, the traditional aging grid structure has not kept pace with technological change. With the advance of market-oriented reforms, the demand of electricity users is rising. National security, environmental protection and other aspects of policies put a higher standard on the grid construction and management. The smart grid came and brings new opportunities and challenges to the development of power dispatching data network. In this background, it is necessary to build a new scheduling data network operation and maintenance management system.Based on the contribution of smart grid, this research study the construction condition of smart grid home and abroad, the features of smart grid in China, and the impact to the power dispatching data network services. Then we proposed the necessity of the management model reform of the scheduling data network operation. Firstly, this research analysis the operation and maintenance management system of the dispatching data network of Jinan power supply company, discusses shortcomings, and give suggestions for improvement. Secondly, based on the construction of " big operation system " and the fact of Jinan company, re-define the data network operation and maintenance personnel, clarify the responsibilities of various positions to the fault management, change management and so on. Thirdly, this research developed policies and corresponding process of the fault management, change management, and configuration management, which combined with characteristics of Jinan power supply company dispatching data network. Design a series of solutions from the daily operation and maintenance to the emergency repair. Finally, this research set KPI indicators to various processes, complete appraisal system for dispatching data network operation and maintenance, form a completely set of dispatching data network operation and maintenance system by which ensure control of all aspects.Based on the background of smart grid, we hope our study can propose practicality and effectiveness reference to the dispatching data network operation and maintenance of Jinan power supply company which combined with the actual situation.
