As large consumers of coal resources, electric power industry has a strategic position related with national economy and people’s livelihood. Meanwhile it is a top priority of the country’s energy conservation and emissions reduction work. At present, the heat consumption of domestic coal units is higher so that the overall optimization project was urgently needed to reduce the level of heat consumption. This paper puts forward the innovative science and technology management mechanism, overall optimizing management of group coal-fired power plant as a whole, which has been carried out as the pilot in the research and makes obvious effective in energy conservation and emissions reduction target.This paper firstly analyzes the developing situation of national energy and group development requirement to emphasize the necessity and practical significance of research on overall optimizing management of group coal-fired power plant as a whole. Next it elaborates the related concept and theme of overall optimizing management, in accordance with the process,"data collection in power plant, performance diagnosis and analysis, making modification plan, plan evaluation, project implementation, the overall appraisal (post-evaluation)", it conducts energy saving diagnosis and evaluation with the unit of whole system, and makes objective and correct evaluation of the energy consumption level. Then based on the test data, it combines with domestic and foreign advanced experience of energy saving technique reformation, as well as the advanced operation management philosophym, to develop adjustment program of modification and operation optimization in harmony with machine, boiler and electric. After the unit modification, it comprehensively considers the coupling interrelationships between the equipment and system to process operation optimize adjustment, part of which will be synchronously conducted before and after overall. Lastly taking the example of No.3unit pilot program in Zouxian power plant, this paper analyzes practical significance and effect of the overall optimizing management of group coal-fired power plant in the following four aspects, which are unit features, existing problems, overall optimization project retrofit scheme and implementation effect. It proves that overall optimizing management of group coal-fired power plant can be effectively applied in various areas and units. What’s more, the unit reformation has obvious effect so that it has popularization value.
