With the rapid development of economy and society, energy resources and the environment problems have incurred in current days, and the demand for intelligent electricity market and real-time electrical metering methods are also continuing to improve. Faced with such challenges and opportunities, it has become necessary to develop and promote the use of smart meters at home and abroad, to provide important data media and interactive platform for the smart grid. To effectively alleviate the energy and environmental issues, smart meters, smart grid and smart electricity made is proposed to optimize the energy organization and achieve the intelligent power transmission. The flexible smart meters will promote the economic and environmentally friendly coexistence, and will improve the energy efficiency.In this paper, based on the analysis of present situation and prospects of the smart meters and residential electricity marketing system under the smart grid environment, with data research and collection, a power marketing system model with smart meters is established and designed, in purpose to providing a platform basis for the new situation of electricity marketing system. Firstly, the related theories about power marketing system and smart meters were reviewed, and the development of domestic and international electricity marketing as well as core business typical applications such as smart marketing techniques are analyzed to build a theoretical basis. Secondly, with the characteristics of existing power demand and marketing services, a marketing system model is constructed based on smart meters, and the system’s organizational structure and related technical indicators are discussed in detail; then the system function and interface is designed, with the specific system solutions and software required being analyzed. Finally, based on the status of smart grid and smart meters, the future development direction of China’s residential electricity marketing management is studied, and the related demand-side response management mechanism and two-way interactive services systems as well as value-added services and tariff mechanism are proposed, to improve the supporting mechanism and management system of residential electricity marketing system.
