The development of wind power in China is changing from the initial sporadic development, consumption locally mode to large scale, intensive, long-distance and high voltage transmission mode, which leads to wind energy over exploitation, wind power waste and peak shaving difficulty. This kind of situation is not only waste resource, but also endangers the power system safety. Heilongjiang is rich in wind energy resources, this paper develops wind consumption and evaluation system to guide the development of wind energy.Firstly, the present theories about wind power utilization are fully analyzed. Secondly, this paper defined gate-property, which makes it accessible to all kinds of energy as soon as possible. In the meantime, gate-property management function is designed, which makes formulas change automatically come true and avoids the failure of formula updating when new gate is added or gate properties are changed. Thirdly, according to the actual geography and wind energy resources distribution, Heilongjiang province is divided into several districts. Wind power accommodation capability algorithm is proposed from the perspective of peak regulation and human-machine interface system is developed.By analyzing the present wind power data of Heilongjiang, this system can predict the ability of Heilongjiang wind power consumption in the following years. With the prediction, wind power unregulated development and repeated construction can be avoided, and fully rational use will come true. Moreover, it can provide the necessary technical support for Heilongjiang source of power grid and power planning for the future.
