Research On Public Buildings Quality Supervision Management Under The Perspective Of Governance Network

Public building security management related to personal and property safety of the community, the introduction of networked governance, security management and increase the transparency, credibility and increase the intensity and width of the safety management have a great significance to improve the efficiency of public buildings and government safety regulation credibility.Based on the theory of network governance in Kunming airport and affordable housing around the government regulation of public works has carried on the case analysis, the security administration of a single management mode of traditional public engineering supervision under the analysis of network governance framework, and combining the current situation of Nanning city public engineering supervision, find out the problem of current public construction supervision in our country and existing problem, the cause of the combination of foreign experience and the special situation in our country put forward the following three Suggestions:one is to create financial incentives and economic punishment mechanism, performance evaluation mechanism, improve the efficiency of supervision;2it is by the government play the leading position of regulatory combination plan, and give play to the construction industry, and intermediary supervision enthusiasm and increase the intensity of the media and public intervention and so on three aspects, achieve comprehensive multi-sectoral combination relationship management; Three is to build a performance measurement and the whole process of construction quality control system. Ultimately transform the traditional public engineering supervision in our country into jointly by the government, enterprises and social organizations governance mode of network governance, makes the regulation more scientific and reasonable, quality and safety related problems.
