Research On The Relationship Between Institution Governance And Quality Performance

As the public transport infrastructure,the importance of railway’s quality is self-evident.On the whole,quality of railway engineering projects in our country is in good level.But the former Ministry of Railway has publicly exposed the fact that problems of engineering quality exist in many railways that are completed and under construction,and some even endanger the safety of railway operations,which indicates that railway engineering project quality performance needs to be improved.It is proved theoretically and practically that relying solely on improving project quality management methods,techniques cannot fundamentally solve problems like poor quality performance.Based on this,the article converts the research perspective from the management level to the institutional level,exploring how to enhance the level of railway engineering project quality performance through an effective system of governance,which has theoretical and practical significance.Studies have mostly emphasized the role and efficiency of formal institutional governance,but often ignores the promoting effect on project quality performance caused by informal institutional governance and the interaction between the two governance mechanism.Therefore,this paperwill build a complete framework based on formal and informal institutional governance,using questionnaires and structural equation model to study the relationship between the institutional governance and quality performance of railway engineering project and the conclusions as follow:Firstly,this paper takes the factors those influence the quality of railway engineering project performance as the starting point and finds that effectively defining the duty,rights and interests of quality and taking a reasonable division of labor and cooperation way which is helpful to standardize quality behavior and improve project quality performance.Secondly,there is a positive correlation between the formal institutional governance of railway engineering project and quality performance,as well as the informal institutional governance of railway engineering project and quality performance.Thirdly,the systematicness and completeness,inclusiveness and scalability,and strict implementation of railway project formal system,as well as the concept of law-abiding integrity,win-win cooperation in the informal system can positively improve the effectiveness of project quality performance.Fourth,The inclusiveness and scalability,implementation of appropriate flexibility,as well as the concept of law-abiding integrity,division of labor and win-win cooperation in the informalsystems can positively improve the efficiency of project quality performance.Finally,there is interaction between the formal and informal system of governance in railway projects,which can positively promote project quality performance.
