Study On Water Traffic Accident Analysis And Supervision Countermeasures Of Hengyang City

Water transport has a higher risk, the consequences of accident isserious. Therefore, how do well the water traffic safety, and the reductionof water traffic accident are related to people’s livelihood event, which isan important issue worthy of in-depth study and discussion. Thetraditional accident analysis model and method of water traffic havemany deficiencies, such as lack of analytical framework, imperfectclassification of causal factors, difficult to trace back the root causes oforganization and society etc. Therefore, in order to overcome thesedeficiencies, and identify the mechanism and laws of water trafficaccident to prevent and reduce water traffic accident from sources. Firstly,the accident causation model is established from the perspective ofcomplex society-technology system, it includes the government level,regulatory, organization, contextual environment, individual factor,unsafe act and unsafe condition, barriers and accident. Then, the accidentcausation model-based classification system is developed on the basis ofthe established classification principles and the collected information ofclassification of causal factors, and presents a detailed accident analysismethod for guiding accident investigation and analysis, and gives anexample of application. Furthermore, the water traffic accidents ofHengyang city are re-analyzed using the established accident analysismethods, and statistical analysis is carried out from the time ofoccurrence, grade, accident types, ship types and causal factors, toidentify the laws of Hengyang city water traffic accidents and mainproblems. Finally, the supervising and managing measures are providedform the aspects of waterman, ship system, navigation environment, shipcompany, regulatory department to establish a comprehensive and systematic supervision countermeasures. It provides theoretical supportand practical guidance for effective supervising and managing system ofregulatory department and the reduction of the occurrence of accidents. Ithas significance to prevent and avoid the reoccurrence of accidents,strengthen water traffic safety management, ensure the water transportsmooth, and promote economic development in Hengyang city.
