Focus on the adequacy and safety of the power system, this paper studies principles and methods to improve the reliability in electricity power transaction process, and provides a strong theoretical support for the protection of safe and stable operation of the good development of power market and power system.This paper introduces reliability as a source of new ideas into the electricity market, establishes the adequacy market theory, and proposes the adequacy and the supply of market trading mechanism of balance of power system benefits. This paper studies the adequacy market trading member properties, types of goods, market organization, the market member declaration, and further establishes the exchange algorithm of adequacy market.
