With the development of power system and acceleration of market-oriented trend, running process of power system security risk and market risk intervene, which are mutually influenced. New problems of power system reliability research in electric power market has become a research hotspot in this field. Focus on the adequacy and safety of the power system, this paper studies principles and methods to improve the reliability in electricity power transaction process, and provides a strong theoretical support for the protection of safe and stable operation of the good development of power market and power system.This paper introduces reliability as a source of new ideas into the electricity market, establishes the adequacy market theory, and proposes the adequacy and the supply of market trading mechanism of balance of power system benefits. This paper studies the adequacy market trading member properties, types of goods, market organization, the market member declaration, and further establishes the exchange algorithm of adequacy market. The sequence operation theory, to standardize members reported behavior, adequacy market theory of market equilibrium process, establishes the quantitative method of single market members on the system adequacy influence, and proves the adequacy of additive theory, conducting the analytic and margin trading theory.This paper also introduces the concept of reliability tariff adjustments, carries out a case study based on the situation of electricity consumption in the region, and describes the impact of the introduction of the tariff.Novel problems of reliability in the development of power market are studied, and corresponding analysis method is also established. This paper is of great reference value to the safe and economic operation of the power system.
