Because of increasing consumption of conventional energy sources, it is difficult to meet the growing demand of energy supply for the rapidly developing society and economy. Development and ultilization of renewable energy has gradually become worldwide focus, and of which, ocean energy, being abundant, clean and pollution-free, is an important field.This subject is based on the state oceanic administration offshore renewable energy funds project, complementary power generation platform with wave and wind energy, which aims at designing and studying the foundation platform of the generating system.To begin with, this paper introduces the research status of comprehensive utilization of ocean energy and offshore platforms, analyzes the structural characteristics of traditional ocean platforms deeply and expounds the operating mechanism of hybrid power system as well as function requirements for the platform, providing references and basis for the foundational platform needed to design. And then, both fixed and floating support-platforms are proposed on considering the objective conditions, and meanwhile, the author has designed the main structure of the two schemes innovative. By making a large number of structural calculations, using solidworks software to build three-dimentional models and checking the strength with ansys software repeatedly, the main structure is optimized constantly. In addition, the author have done in-depth research and anlysis on the main features of the platforms. Finally, the two schemes are compared from safety, convenience, economy and follow-up management, moreover, the better one is chosed to be the implementation scheme of project’s foundational platform depending on the result.This paper connects traditional ocean platforms with a particular power system organically, driving the research work devoted to developing light and concise platforms for power generating, expending contens of ocean engineering, and promoting the development and utilization of marine energy. In a word, it is meaningful to carry out the work in this paper.
