Nowadays, there are only a few organization guarantee measures and technical measures with insulation in high-voltage electric shock protection; in the case of operator getting an electric shock carelessly, it can hardly provide any technical measures to help the operator in danger. To address this problem, some researches subjected to electric-shock safeguard in high voltage are carried in this paper which is the domain of high-voltage engineering and management of safety production.A new theory of diversion in high-voltage electric shock protection is presented, and a new kind of device against electric shock is also developed. The protective clothing of the device is improved from the ordinary work clothing, which is composed of conducting shoes, conducting wires and conducting interface. All parts of human body liable to get a electric shock are connected by conducting wires to form a potential bonding. In this way, when induction electric shock occurs, current will divert along the conductors of the protecting clothing instead of passing in the human body to protect it. The electric shock protecting devices of distribution network are normally installed on the bus of neutral non-grounding power system which is often in6-10kV. The key components of the former device is a controller which can identified an earth-fault in lms and a rapid earthing switch which can closed in2-4ms. The process of the protecting device can be described as follow, when there is an earth-fault of single phase, the controller sends a command to the earthing switch to close itself in time, and then the total charge passing in human body in electric shock is at a safe level, so the operator is protected.The validity of the protecting clothing and device is tested in laboratory and real circumstance. Two tests are carried, in the first one testing personal in protecting clothing touched a simulating single phase conductor of a neutral none-earthing power system ranked10kV; in the second one testing animals instead of humans in protecting clothing touch a single phase conducting wire in real distribution system. Both tests show good performance of the presented protecting clothing and device.At last the indices of protecting clothing and device in technology and economy is analyzed, mean while the conclusion and the further research direction are also provided.
