With the rapid development of China’s urbanization construction and national economy, city power load growth is very rapid, power load density increase. With the gradual implementation of the strategy of urban integration, city level will be improved rapidly, the traditional electric power facilities layout will be facing new problems and challenges, In power system planning, planning principle, land resources, construction cost, construction period are facing new problems and challenges. Power grid planning traditionally power company’s own internal planning, no and city planning and land use planning coordination, planning randomness, projects more difficult.This project is aiming for the development of the electric power demand in Qian’an, combined with the present situation of Qian’an power grid, scientific and reasonable to make electric power load forecasting, planning design of power grid structure, reasonable arrangements for power construction projects, increase the supply capacity, solve some problems and difficulties of substation site selection and line corridor construction in from the planning level.Firstly, through the analysis of the basic situation of high voltage distribution network, the economic and social development of Qian’an City area, analyses the existing problems of high voltage distribution network. Using the regression analysis method and the method of electricity elasticity coefficient forecast was made for the use of electricity, the power was predicted using the maximum utilization hours and ordinary grey model method, to determine the high voltage distribution network planning of Qian’an city according to the forecast results of power demand. The high-voltage distribution network planning objectives and technical principles, from the voltage level, reliability, capacity ratio, short circuit capacity, operation mode of neutral point and other aspects, regulate the Qian’an power grid construction mode. Combined with the construction of Qian’an city overall planning, planning of high voltage distribution network construction in Qian’an city. Short circuit and power flow calculation of Qian’an city power grid planning by using PSD software, to ensure the safety of power system reliability, feasibility and planning the project after.In this thesis, the China State Grid Corp "distribution network planning technology guidelines" and "Hebei, Hebei, distribution network construction and transformation of the detailed rules for the implementation of guidance", the development of Tangshan City distribution network planning" as the basis, with strong network support, application of advanced technology, the power supply to achieve safe, reliable, high quality, promote the transformation of the development pattern the power grid development and construction company, the economic and social development and innovation oriented city services in Qian’an city.Through the implementation of the plan, Qian’an power network will gradually improve, distribution structure and power supply capacity will be further enhanced, further optimize the allocation of resources.
