Co-generation of heat and power (CHP) is an efficient mode of energy production that combined heat and power production, one third of coal can be saved and the overall efficiency can be increased from50%to75%comparing to coal-fire power generation. Handan, a typical northern city, has a population of1.5million and only40.2%penetration of existing central heating in urban area, far from the required rate of80%, experiencing a serious shortage of centralizes heating capability. Therefore, CHP project in the eastern suburb of Handan is a crucial measure considering economic, social and ecological civilization constructions.Initially, this study demonstrated the necessity of CHP project in Handan eastern outskirt, combined the present status and planning of heating market in Handan and the electricity market in South Hebei Grid, as well as the urgent need of energy saving and emission reduction. Then, a comprehensive assessment has been made based on the index system ralating to the technical proposal, selected site, environmental impact and financial analysis.Firstly, this thesis studied the installation proposal and main engine technical condition. A conclusion has been made that the CHP project is feasible in technical layer after qualitative and quantitative analysis. Secondly, this paper studied the building condition of Xin’an town and west pear forest, including natural conditions, transportation, hydrology, geology and other plant conditions. Qualitative and quantitative analysis supportted the result that the two selected sites of the factory are both appropriate, especially Xin’an town. Thirdly, this essay carried out environmental impact assessment to analize the impact of the "three wastes"(waste gas, waste water and waste residues) and noise generated by the project to the surrounding environment, putting forward corresponding control measures. Qualitative and quantitative analysis backed up that the potential negative impacts meet the environmental protection standard. Fourthly, the financial viability of the project has been studied. After calculating the profitability and analysing the uncertainty of the project, adding qualitative analysis and quantitative evaluation, a conclusion can be reached that CHP project is feasible in financial aspect. Finally, basing on individual assessment of the four areas that mentioned above, this dissertation established a comprehensive evaluation index system, which has jointly with the Analytic Hierarchy Process (AHP) made a conclusion that Handan eastern outskirt co-generation project is feasible.This paper analyzed the necessity of Handan eastern outskirts cogeneration projects, as well as technical proposal, selected site, environmental impact and financial analysis, and finally reached the conclusion that the project is feasible.
