China is in a period of rapid development now, power load is growing rapidly, the original power system can not meet the requirement of the power supply, Need to replan the grid, build new substations. For the future grid, substation site selection has an important influence on grid reliability, economy and safety. To do a good job of substation site selection is of great importance.Usually, substation site selection only consider investment and operating cost minimum, the site selection work is build the model according to construction and operation costs of substation, and then find out the most economical substation location. But substation site selection involves many factors, the economy can not meet the requirement by considering a single factor. This paper presents a two-stage substation locating method based on improved bacterial foraging algorithm(BFA),considering economy and geographical environment of the substation. Firstly, apply a kind of improved BFA to solve the economy problem of locating. This improved BFA introduced particle warm optimization (PSO) and differential evolution algorithm(DE) to improve the flip step.Then consider substation surrounding geographical environment factors, using the analytic hierarchy process (AHP) for substation site selection. Finally optimize the economy and the environment. Example shows that the proposed scheme can well meet the substation planning requirements.
