Power transmission and distribution project has the characteristics of large investment scale, high technical requirements and long payback period, so, the scientific decision method of project Must be adopted to make the case well. The main content of the feasibility stuty include substation site selection and project feasibility analysis. This paper analyses a large number of domestic and foreign relevant research literature about the feasibility stuty of power transmission and distribution projects, combed the main factors affecting substation site selection, sums up the comprehensive ability evaluation index system of feasibility study, does a in-depth study of processes and related algorithms about project feasibility stuty, and Then, make the feasibility study of 220kV XIANGZHOU power transmission and distribution project in this way. This paper proposes an power-project feasibility study method based on improved bacterial foraging algorithm(BFA) and analytic hierarchy process (AHP). In terms of substation site selection,it conside economy firstly, BFA is used for primary substation site. Aiming at the shortcomings of the BFA, two aspects of improvement stratege are presented. (1) in the process of bacteria to flip, introduction of particle swarm optimization (PSO), bacterial reverse direction is replaced with the step of PSO algorithm, it can shorten the convergence time. (2) in BFA swimming link, the differential evolution algorithm (DE) to be introduced, let the bacteria to flip again, so as to enhance the search ability of bacteria. The improved algorithm has high convergence precision, good convergence property and strong stability. After the candidate sites are selected, we consider the factors such as the substation geography, environment and so on, apply the analytic hierarchy process (AHP) to make quantitative analysis for candidate sites selection, and then, considering factors such as economy and geographic environment, to unified optimization scheme, determine the final site. This paper qualitatively analyzes the feasibility and the comprehensive ability of 220kV XIANGZHOU power transmission and distribution project from aspects of substation technology, transmission lines technology and the project economic costs, and use the fuzzy analytic hierarchy process to make quantitative analysis for the power transmission and distribution project...
