From the highway dispatch services, we realize the highway regional electromechanical management and improve the emergency response capabilities significantly. Schedule timely, dispatch road traffic, protect the smooth operation of the highway network, raise the overall level of public services and the ability, create a unified communications network platform, realize the data resource sharing and make the network resources fully utilized. That is "focused monitoring, dispatching, strengthen management, social services, resource sharing."In this paper, taking the design and application of mechanical and electrical management system of Huanghuang highway in Hubei as an example, making a comprehensive research of the Mechanical and electrical system design and implementation of the theory and method. Finding a meaning and pragmatic value, providing a beneficial reference for the design of other electrical management system about the highway regional.First, explained the purpose and significance of the highway electromechanical systems, the introduction of regional management. Use the Highway present situation as well as the background of network development, introducing the purpose and significance of regional management.The second, summarizing the related theory and general methods of electromechanical freeway management system.(1) The basic concepts. Including the basic concepts of highway monitoring, tolling, communications, power supply and distribution systems, and the development process of the highway electromechanical systems.(2)describes the area of high-grade highway electromechanical systems management, through comparative analysis of the application of each mode.(3) Summarizing of highway electrical and mechanical systems, including the review of domestic and foreign-related research, and summarizing the status of the highway management practices.Third, analyze the current situation and problems of Hubei Expressway Electromechanical management system and the need for the construction of the highway at the regional level electromechanical management system.Fourth, take a highway in Hubei Province as an example and design the mechanical and electrical management system of the regional level highway. First, basing on the binding characteristics of highway electrical and mechanical systems to analyzes the general principles of system design, then describes the design goal and overall framework of the system. Finally, introduce the implementation of key features of the system.In this paper, the actual demand for the Huanghuang highway system design as a starting point, given the recommendations of design and implementation of viable regional level electromechanical of freeway management system to improve the efficiency of highway traffic, reducing electrical and mechanical facilities failure, enhance regional level electromechanical Management level, but also provides the design and implementation a scientific reference method for regional-level mechanical and electrical management system of other highways.
