After more than 30 years of development,Chinese expressway has become an important part of transportation system.The cancellation of toll stations at provincial boundaries of expressways is a new milestone in the development history of Chinese Expressway.It has opened a new era of free flow toll collection of expressways with extraordinary effect.On the one hand,it can reduce the cost of expressway operation,on the other hand,it can improve the efficiency of expressway traffic and alleviate congestion.The new charging mode puts forward new requirements for the charging system.The previous charging system only charges the shortest path fees according to the starting and ending points of expressway traffic,which can’t meet the new charging requirements.Under the new charging mode,the gantries are set up along the highway to record the traffic data.After the vehicle passes through a gantry,the trading system on the gantry passes through the vehicle traffic medium to form the trading flow.The vehicle plate recognition system takes the vehicle pictures and identifies the pictures to form the plate recognition flow.The two systems operate independently,and the data is generated asynchronously.The new charging mode requires that the charging system take the matching transaction flow and vehicle plate recognition flow as the charging basis.For the cancellation of toll stations at province A boundaries of expressways the background,this system is matching system of toll data to complete the task of toll data matching.It provides support for the follow-up toll,inspection and other.Meanwhile it provides more accurate data for the future development of intelligent transportation.According to the requirements of the Ministry of transport,combined with the actual operation of Expressway in a province,the software development scheme is analyzed and designed.In the analysis phase,UML is used for object-oriented analysis to solve the necessary functional requirements.The system completes the matching of gantry transaction flow and license plate recognition flow,and generates the transaction evidence number that meets the requirements.At the same time,it can combine the manual license plate recognition and manual matching system to process the automatic recognition results and unmatched data,and improve the matching accuracy.In order to help the operation and maintenance personnel better understand the system operation status,adjust the system operation parameters,and increase the operation status management function.At the same time,in order to ensure the system is easy to deploy and stable,some nonfunctional requirements are proposed.In the design phase,the process-oriented analysis is used,the system structure is described by using the system block diagram,and the system function realization process is described by using the flow chart.Through detailed analysis and perfect design,the development and debugging of the system will be completed in 2019,and the deployment of the whole Expressway in a province will be completed.At 0:00 on January 1,2020,the on-line switching will be completed with the cancellation of the provincial boundary toll station project.After the system goes online,the daily average transaction data volume is about 1.8 million pieces,which runs stably without failure.
