Research On Overall Configuration Of Urban And Rural Public Service Facilities At County Level

Entering into21Century, China has enjoyed the rapid development of societyand economy, people’s level of consumption continues to rise. Under the impetus ofeconomic power, the demands of urban and rural residents began to shift from the"survival-type phase" to "developmental stage", however, the development of China’ssocial and public utilities hasn’t kept pace. Under the dual economic structure, inwhich greater attention has been given to the city than to the countryside, gapbetween urban and rural development is broadened gradually, for which the problemsof uneven distribution of facilities, lack of public service systems and other issueshave become increasingly prominent. Configuring how to develop effective strategiesand methods to guide the overall configuration of urban and rural public servicefacilities, build up urban and rural public service delivery system accordingly,maximizing the overall configuration of promoting urban and rural public servicefacilities and how to take measures to protect co-ordinate of public service facilitiesto smoothly conduct are waiting for us to solve. County is not only the smallestcomplete system involving of political, social, economical and cultural factors but thebasic region combining the urban and rural areas together. It encompasses a completeurban and rural basic unit-County-Towns-Township-Village. Therefore, I believethe county is the the best unit of co-ordination uconfiguration of studying urban andrural public service facilities.In view of this, the paper is focused on the research of county allocation of urbanand rural public service facilities, construct hierarchy of urban and rural publicservices based on the new system of county towns on the basis of overallconfiguration ideas of current situation and problem of development of county urbanand rural public service facilities involving ’development model-developmentbasis-development implementation-development guarantee’. And determine urbanand rural public service facilities configuration project that suits the social development to guide overall configuration of urban and rural public service facilitiesthrough the study of existing relevant norms.The thesis is divided into six chapters. The first chapter introduces the researchbackground, significance, object and concept analysis, summarizes the relevantresearches at home and abroad and proposes research methodology and framework.Second chapter analyzes the current development of urban and rural public servicefacilities at county level, the problem facing the construction of urban and rural publicservice facilities at county level in the current circumstances and cause analysis of itso as to summarize idea that can guide the next overall configuration urban and ruralpublic service facilities, this is one of the core content of the paper. The third chapterfocuses on the research of hierarchical configuration settings of coordinating urbanand rural public service facilities, project identification and configuration guidelines,etc. from macroscopic, middle-level view and microscopic on the basis of formerresearch in the thesis, this is the core section of the paper. The fourth chapter setsYuanyang County, Henan Province as an example to verify the research of overallconfiguration of urban and rural public service facilities at county level.
