Research On Urban And Rural Public Service Facilities Layout In County Based On The Living Circle Theory

The “12th Five-Year” period is the decisive stage of comprehensively constructing the well-off society for our country, and the critical period of advancing the new kind of urbanization. Nowadays, the urban-rural population and space of our country is also in situations of change and reconstruction, and the healthy development of urbanization becomes more and more important. At the same time, the public service level, as the important indicator of healthy urbanized development and reflecting the life level of people’s material and spiritual culture, also attracts more and more attentions. In the important issues of the “12th Five-Year”, the nation had proposed the development of promoting the equalization of urban and rural public services. Also, the government function is turning to public service type gradually. Thus, the rapid and comprehensive development of urban and rural economic social can be promoted only by constantly improving the public service level affecting the people’s livelihood.The way of Chinese traditional public service facilities allocation is basically in accordance with the administrative scale order and the scale of urban population. This traditional configuration way ignores the villages and the objective demands of the urban and rural residents. The public service facilities allocation based on life circle theory can improve the traditional configuration method, start from people’s demands and accessibility, and avoid the drawbacks of traditional configuration method, which can promote the overall plan of the urban and rural integration development. Hence, it will be of great importance in the county urban and rural public service facilities layout when based on the situation of urban and rural public service facilities allocation and proceeding from the living circle theory.This article proposed the problems for the public service facilities’ needs based on the background of overall planning the development level of the urban and rural public services facilities and combining the self-development of Fengxiang County. This article used the county urban and rural public service facilities as the object of study and applied the living area theory. The article performed the Fengxiang County urban and rural public service facilities allocation by constructing the method system for allocation in the county urban and rural public services facilities. This method system provides references for county urban and rural public service facilities allocation.In the theatrical field, this article has two cores of study. The first part is defining the circle layers of living area and the second part is the public service facilities layout of all levels of living circles. In the first part, this article studied the connotation, applications in different research areas and the cases of partition of living circle systematically. Then, the principles and methods of dividing living circle in public service facilities allocation were developed, and the results of defining the circle layers of living area were confirmed by analyzing all kinds of elements affecting the urban and rural public service facilities layout in the second chapter. In the second part, we studied the requirements of national standard for county urban and rural public service facilities layout deeply, analyzed the layout of facilities in related cases, and then figured out the necessary public service facilities projects in all levels of living circle in this study as well as the specific layout method of public service facilities within all levels of living circles. After studying the two parts in-depth, this article constructed the method system for allocation in the county urban and rural public services facilities layout based on the living circle theory. In the instance part, the article took Fengxiang County as example to divide all levels of living circle layer ranges in Fengxiang County by really surveying, and clarified the necessary facilities projects in all levels of living circle in Fengxiang County facilities projects by combining the Shaanxi local standards. At the same time, the article analyzed the situation of public service facilities allocation in Fengxiang County, and then finished the layout planning of all the public service facilities within the ranges of all levels of living circles by combining the situation of public service facilities allocation, as well as proposed some relevant suggestions to public service facilities allocation and management.
