The rapid development of urban economy and a sharp increase in the number of urban population has led to increasing pressure on urban traffic and gradually became one of the important issues of urbanization. The city metro which can effectively alleviate traffic problems has been to develop vigorously.However, Metro construction safety accidents happen frequently because most metros construct in the city center location and construction environment is complicated. Manage safety risks metro construction phase of the project, addressing to targeted measures can both promote the successful completion of the metro project and protect national and social assets from loss.This paper studies various safety risks through general urban metro construction process and get the table of the summary of metro construction security risk source, including construction preparation, construction survey, shaft construction, shield originating, TBM, shield reach, impact of the surrounding environmental and special geological disaster. On the basis above, this paper analyzes Changsha metro as an example, using the work breakdown structure (WBS) for risk factor identification and teasing out the summary table which contains the factors of construction safety risk within the typical zone of Changsha metro. Meanwhile, the paper uses the improved operating risk assessment method (LEC method) to evaluate the safety risk in the Changsha metro construction phase, formulating the risk level table, and taking targeted measures to ensure the completion of metro construction.This article puts the improved LEC evaluation method into the assessment of safety risk in the metro construction phase, thereby assessing the level of risk more accurately and providing new ideas to ensure the conduct and completion of subway projects.
