While developing thermal power, thermal power plants–how this large-scaleenergy projects construct high-speed and low-power has become the focus ofinvestors pay close attention. The construction of large thermal power plants havefeatures of large investment, long construction period, complex internal structure,multi-project support and project success-impact. How to improve constructionmanagement, reasonable introduction of market competition mechanism anddetermine and control the cost of an investment project according to market became aproblem of investors and construction management units who are very concerned andwould like to be solved.Firstly, this paper cleared up a series articles of engineering cost management indomestic and foreign academic territory and summarized the factors of some scholars’research about rationality of project cost, listed some of the problems andcorresponding countermeasures of cost management in implementary stage of thermalpower project. Then, this paper elaborates the concept of implementary stage ofthermal power project’s cost management, at the same time to build the foundation ofthe theoretical analysis of thermal power project cost management in implementarystage. Moreover,, I analysis the typical problems in possible of thermal power projectcost in implementary stage combining with the case of China Huadian Group’sinvestment of a2x600mw coal-fired dynamo projects. In this paper, I propose thatthere are some problems involving the unreasonable evaluation score set, inaccuratechoice in contract forms and imperfect management in the examination and approvalchanging exist in implementary stage’s cost.At last, combining with transaction cost theory and the governance mechanismdescribes general principles and the right approach of cost management of thermalpower project in implementary stage. And, this paper proposed four crucial issuesexisting in cost circle according to bidding phase, contract negotiation andperformance stage, construction stage and completion settlement stage in thermalpower project’s implementary stage:(1) differentiating reasonable bid tendering,formed comprehensive price competition;(2) strengthening the assessment of contractrisk, allocating cost risk reasonably;(3) enhancing the argument of engineeringchanging in the construction stage, strengthening the changing approval;(4) strengthening cost management measures. In addition, in order to ensured the smoothimplementation of the implementary phase of the project cost management, thisarticle also put forward the aspects of guarantee measures such as perfecting corporategovernance and improving the personnel incentive.
