From the ecological perspective, garbage is a pollutant. But, from a resourceperspective, garbage is a promising renewable resources. It’s not only to clean upindustrial waste, but also to meet the electricity shortage when use waste for powergeneration,, sharing the power of social pressure. Among them, garbage power plantsiting is directly related to the development of garbage power plant. Sometimes, garbagepower plant siting may cause social problems and will have an impact on theconstruction of power plants.This paper first analyzes the problems of garbage power plant siting, and putsforward the goal and the principle of the location of the garbage power plant, andexpounds the garbage power plant siting steps. Then, this paper introduces the theory andmethod of fuzzy cognitive map model, and analysis the influencing factors of garbagepower plant siting, and established the dynamic factor model, and put foreword thecalculate method of influence value between factors. Finally, this paper introduced thebasic theory of multi-objective optimization model. Under certain assumptions, thispaper established sub objective function from the aspects of technology, economy,environment and society. Then we combined the fuzzy cognitive map model andmulti-objective optimization model, and we bulid the final location model. This papercalculated the garbage power plant siting position by using this model. With the relateddata of Qinhuangdao environmental protection garbage power generation project as thebasis, we use utility function method to solve the multi-objective optimization problem.And this articl analyzed the the factory location with the location of the plant inQinhuangdao environmental protection garbage power generation project. At last, thefeasibility of this garbage power plant site selection method is proved.
