Value of structural influencing coefficient is the key to guarantee the safety of structures in its elastic-plastic stage. It’s not only the crucial basis to determine the design seismic force for the method based on strength, but also the key to obtain the seismic forces when using performance-based seismic design method. Its rationality affect the safety and economy of structural seismic design directly. The deformation failure criteria can not reflect the influence of earthquake duration on structural cumulative damage. However, the failure criteria based on hysteretic energy can reasonably consider the cumulative damage resulting from earthquake duration, and the latter criteria can better depict the actual failure of building subjected to earthquake. In order to rationally quantify the structural influencing coefficient, a total of three moment-resisting steel frames were well-designed conforming to Chinese design specifications, which mainly took into account the effect of story number. A non-dimensional parameter, named equivalent energy dissipation coefficient, was adopted as collapse failure criterion to determine the structural influencing coefficient. The suggested value of structural influencing coefficient for moment-resisting steel frame was proposed according to the fragility analysis on steel frame through IDA method.
