The consumption and living styles of national citizens have changedsignificantly as the economic, science and technology development accelerating.Industrial sectors and governmental departments like transportation, banking,logistics, police and public security are looking forward to be able to monitor andcontrol the massive movable vehicles effectively, provide multiple informationservices and manage the emergencies. The vehicle positioning&monitoring systemcomprises of Satellite Positioning System, Geographic Information System andComputer Control System, which improves the driving security and transportationmanagement efficiency significantly. As the market of applied positioning technologyis almost monopolized by US, most of current monitoring&controlling systems arebased on the GPS technology of US. The operation costs and information securitymay risk because the GPS technology is processed and controlled by US.A vehicle positioning&monitoring system based on the BeiDou NavigationSatellite System which is developed independently by PRC is developed in this thesis.The system uses car-carried terminal receiver to collect positioning information, GISto show the positioning information, BeiDou Navigation Satellite System to exchangeinformation. The system components, principles and technics are further studied.Different functions of the system are analyzed, based on which the system is dividedinto several functional modules whose key technics and solutions are proposed later.Given the application features of the vehicle positioning&monitoring system, themanagement software designed for monitoring and controlling center is developed.The management software is developed on visual basic6.0and MapX, and the data isexchanged with OEL. The foreground program is written in VB, while thebackground consists of MapInfo and ACCESS database.The vehicle positioning&monitoring system is testified by simulationexperiments. The software modules can satisfy the requirements for positioning andmonitoring the vehicles. The simulation results prove the feasibility and utility of thesystem.
