Research On Evaluation System Of Marine For The Shipping Company

With the rapid development of China economy, the Yangtze river shipping scale isgrowing, so that the maritime administrative department workload and difficultyincreasing to shipping companies and trading ships. At present, the maritime sectormanagement mostly either stay in the use of word, Excel and other office software tohandle large amounts of data, a lot of work depend on the man. On the one hand this waymakes the labor intensity, low efficiency of service, on the other hand it produce all kindsof error because of information transmission is not smooth in this process, has notadapted to the "digital" or "information" required in the management of maritime.The article was base on training of establishment to SMS index evaluation systemand evaluation model which organized by the Yangtze river maritime safetyadministration，through practical investigation to understand all kinds of shippingcompany evaluation index, study the specific evaluation process，establish the model ofevaluation index system of safety management of shipping company. The evaluationprocess model was visual processing, build the most suitable function modules, businessprocesses and data interface，write the code design, through repeated research afterdebugging, made the actual business needs is consistent with design thinking,development of shipping company evaluation system and put into operation. This articleis completed the following several aspects of the work：（1）Gets the evaluation index through investigation and analysis, according to theselection principle of screening the primary and secondary indexes, constructed the indexsystem structure. Using Delphi method and analytic hierarchy process (AHP) to get theweight coefficient of each index, make the indicators dimensionless. Identifyingevaluation indicators calculation model, obtained safety comprehensive evaluationindices. Finally, data validation the evaluation model, confirmed the feasibility ofevaluation system.（2）The system is divided into three parts：the shipping company audit evaluationsubsystem, shipping companies audit management subsystem and remote applicationmanagement subsystem. With scalable, economical and practical and easy to use as theprinciple of design, by adopting the method of structured life cycle development,complete the following function modules: user management module, management module, the management module, the personnel information management module,certificate management module, management module, online declaration module andstatistical module.（3）The system using C#as the development language, Browser/Sewer as networkstructure. Design and implement the database which accords with the practice ofmaritime bureau requirements under the environment of MS SQL Server2008,implementation of the evaluation system of shipping companies related moduledevelopment in MS Visual Studio2010environment, and complete the specific interfacedesign. The system had normal operation after the actual test.The evaluation system of shipping company can effectively strengthen the maritimesafety management, integration management process, to provide reference data for realeffective decision-making layer, so as to improve the service level of the maritime sector.
