With the social progress and economic development rapidly, the scale, population andmotor vehicle of city has increased dramatically, which brings about the traffic congestion,environmental pollution and traffic safety seriously. The traffic information and intelligentcontrol technology represented by intelligent transportation systems can ease trafficcongestion, environmental pollution and traffic safety problems. It can also improve the safetyof the traffic capacity and comprehensive service level effectively. In recent years, more andmore small and medium-sized cities pay attention to the experiments and exploration ofintelligent transportation system, which is based on the prerequisite of accurate and timelytraffic information. Due to the factors of the failure of vehicle detection system, illegal driving,test conditions and so on, the collected traffic data can not reflect the actual running situationof traffic flow or a long-running trend accurately. Therefore, the evaluating and controlling oftraffic data for small and medium-sized city intelligent transportation system, and providingcomplete, effective, real-time traffic data for various traffic management strategies is a verycrucial and urgent issues. The main research work and contributions of the dissertation aresummarized as follows:1. Combined with ITS overall framework and traffic data collection methods for thesmall and medium-sized city, the quality of traffic data classification and evaluation indexwere studied. The traffic data quality evaluation index system is established from the integrity,validity and accuracy respectively. Moreover, the data quality evaluation process isconstructed.2. Based on the characteristics of the ITS traffic data for the small and medium-sized city,the model including the supplement model to the data loss, the irregular point data correctionmodel and the wrong data correction model are designed for traffic flow data quality control.The ITS numerical simulation verified the correctness of the traffic data quality controlmodel.3. For the urban roads of5km in Yan’an experimental area, the total10microwavetransportation detectors for three lanes are employed to collect the dynamic traffic data. Byusing the measured traffic data, the traffic data quality evaluation index system and qualitycontrol model is verified to support the intelligent transportation applications for small andmedium-sized city.
