There are three problems in the large-scale reclamation project constructed onthe soft soil:1) its lack of a systematic and rational technology to optimize theembankment section for lowering the construction cost;2) its lack of interaction andcoordination for the designer and constructor;3) its lack of a systematic embankmentstability control technology to control embankment stability in construction procedure.For the problems mentioned above, the systematic embankment technology isproposed in this paper, including two aspects of the design and construction:1) thesystematic embankment stability analysis method for design;2) the systematicembankment stability control method for construction.The systematic embankment stability analysis method is proposed which meansthat through the interaction of designers and constructors, the stability factor ofembankment can be utilized comprehensively by combining the overall constructionschedule and the embankment stability analysis for the purpose to achieve theentirely-optimal, safe and reliable embankment sections at lower cost. The methodrequires both the designers and constructors to participate in the program establishedfor the design and construction organization scheme. It provides a platform to fullytake the advantages of technology and engineering practice, and to obtain theoptimized embankment section and at lower project cost. It also provides a platformof interaction and coordination for the designers and constructors. In the method, notonly the procedure of the project implementation can be under the overall control, butalso the control can be extended over the key construction key point of the eachsection of embankment, which fully reflects the significance of the coordination andharmonization of the design and construction parties and has an important impact on the quality control of the project and reduce of project risk.In the systematic embankment stability control method, reasonable and feasiblecontrol method for the construction progress, construction procedure, temporaryoverflow weir, embankment monitor and risk control. This method provides thetheoretical support and guidance methods for the construction organizations and thequality control in embankment project of soft base, and it can help construction partyto control embankment stability in the construction procedure and reduce the lossescaused by embankment deformation.
