Study On The Construction Of Quality Liability System For Public Welfare Project

In the field of quality management of construction projects， especially aboutthe relevant legal system of our country， it can be said that we have established arelatively quality management system. At present， the important value of quality andrationality in quality management has already accepted by the masses of the peopleand the quality of the construction project management professionals. It has assuredthe quality of construction projects in a certain extent. But over the past ten years，the accident of construction has increased， indicating the present project qualitymanagement system can not fundamentally solve the problem of project quality. Italso need to be further supplemented and perfected. Especially for some places of thequality accident of the public welfare projects continue to increase， resulting in alarge number of casualties and huge property losses， which made people have somedoubt about the function of the present project quality management system. Thereasons for these accidents can be divided into various. In essence， the mostfundamental reason is the lack of responsibility division system in it. What’s more，the engineering quality responsibility about the system of investigation is also verypoor， so the punitive measures and force need to be improved. To solve theseproblems， we must further improve the responsibility system of the engineeringquality， especially the quality liability system of commonweal project， so that wecan accelerate each other and form a commonweal project quality management. In theend， they can live up to the national and people’s expectations， as well as ensuringpeople’s personal and property safety. In this thesis， it first elaborated the basictheory of the public welfare project quality management. Afterwards， it explains theexisting problems in public welfare project quality management. Besides， on thebasis of analyzing the characteristics of public welfare project quality management，it uses the methods of empirical analysis to state the necessity of establishing thequality responsibility system of public project. It also uses the method of normativeanalysis which demonstrates the feasibility of improving the quality responsibilitysystem theory and summarizes the related concepts and features. It also inquires thepublic construction quality framework and responsibility subject as well as states therelated restriction in detail. The last part is on the basis of in-depth analysis on the running mechanism of commonweal project， expounds the relationship betweenquality liability system of social environment， the quality of personnel andcommonweal project. Hoping this thesis can further improve the quality liabilitysystem of public welfare projects of our country and make some contribution toChina.
