In recent years, with the development of water conservancy and hydropowertechnology and polymer composite materials industry, the proposed conservation-orientedsociety to adapt to national sustainable development strategies, such as rubber dam hasbeen more widely used. Also, the rubber dam has the characteristics of less investment,short construction period, quick, easy management, adaptability and so on.After Funing ocean estuary rubber dam project being completed, it can effectivelytidal flood control, water level elevation inland freshwater, saltwater intrusion eradicatethe phenomenon, effective solution to the15million people in the upper reaches ofdrinking water and agricultural production and other issues. The whole project by thewater-filled rubber dam and lock the two parts. Monitoring system controls the security ofthe entire system, smooth operation, is one of the most important parts of the entire system.Therefore, it is of great significance for the rubber dam to play its proper role bydeveloping a rubber dam monitoring system which can operate stably.First, this paper describes the domestic rubber dam and control technologydevelopment and the current technical level, combined with the characteristics of therubber dam and estuarine waters of the ocean Funing situation, determine the controlstrategy and monitoring program monitoring system.Secondly, according to the designated monitoring programs and control strategies,build a control system design. The system uses DELTA PLC-based controller, operatingthrough man-machine interface HMI, by AIO/DIO expansion modules to control otherperipherals; Meanwhile, the hardware selection system, control flow and so a detaileddescription and rubber dam control circuit and a circuit for the main circuit design.Finally, in order to achieve a high degree of automatic control dam bag, combinedwith the control strategy, developed a look-up table control scheme, throughcommissioning and data monitoring site for some time, to prove that the control scheme issimple and effective.
