Phase-splitter is exited every 20-30km in AC electric railway. Automatic Passing Over Phase-splitter Equipment is necessary for going through phase-splitter securely and fast. There are three types of project at present: on-ground, on-body and on-pole. The ground-type hardly loses speed and traction. No watch-keeper Box Automatic Passing Over Phase-splitter Equipment is a new project which is improved on the basis of ground project. This project can sharply reduce the running cost and building cost, also easy to centralize manages.First, the whole system, including, the designing of reliable project of switches, the dispose sensor and the secondary monitors system, are discussed in this paper. The secondary monitor system includes three parts: the control of switches, the local monitor and the remote monitor. We select the SIEMENS PLC as its controller and the touch panel as the local monitor and its remote monitoring is done by fiber communication. And we adopt separate monitoring if there is no fiber Ethernet network along the railway line otherwise we adopt centralized monitoring .In separate monitoring, the equipment's communicating with the monitor is done through the PLC's RS-485 port, and in centralized monitoring, by way of SIEMENS Industrial Ethernet-Solution and OPC technology.On the basis of above work, the paper designs the PLC program on switch-control and communication, the touch panel monitor software and the remote monitor software based on the two projects.
