With the gradually development of national economy, there is no doubt electric poweris finding wider and wider application range. However, the development of electric powerindustry still exists a series of problems. Distribution network is linked to the power gridand the user, the process of electricity transmission and distribution will cause great loss.Thus reducing the energy loss of power distribution network can bring huge economicbenefits and social benefits. For the reasons and characteristics of power distributionnetwork, this paper has introduced energy performance contracting, which is a newenergy-saving mechanism. The mechanism is based on the energy-saving contract signedbetween professional energy service corporation with the user units. According to the actualenergy loss of the power distribution network, the ESCO make the energy-savingrenovation to the power distribution network. Then they will get the benefits based on theenergy saving reconstruction results.This paper has introduced the connotation, characteristic, operation mode andimplementation process of energy performance contracting. At the same time, it hasdesigned the energy management project based on the monitoring platform of powerdistribution network., which mainly includes intelligent terminal, communication systemand monitoring software. And the design of the intelligent terminal module includes themain controller, analog signal acquisition and calculation, switch input and output circuit,communication circuit, human-computer interaction and PC software. The communicationsystem has used the latest3G wireless communication technology, so that this platform hasfunctions of remote monitoring, remote control, remote protection, remote setting andintelligent analysis.According to the basic connotation and structure characteristic of energy performancecontracting decision support system, this paper has developed the flow chart of energymanagement system with multi-agent based on the intelligent monitoring platform. At thesame time, it has designed flow calculation agent, short-circuit calculation agent, loadmanagement and forecasting agent, task agent, network topology analysis agent, network planning decision-making agent, energy-saving dispatching decision agent, networkreconfiguration decision-making agent, the forecast of economic benefit agent, so that thesystem can meet the demand of various functions. First of all, the EPCDSS collects thedistributed data, then manages and performs the task via database management systems anddata resources interaction, in order to get the best economic benefits.At last, this paper has put forward a comprehensive evaluation system of energymanagement scheme. According to the investment and energy-saving benefits, the EPCDSSwill provide the optimal energy-saving scheme for clients. The research on EnergyPerformance Contracting of Power Distribution Network Based on Intelligent MonitoringPlatform not only has strong theoretical research value, but also can be practically appliedto distribution network energy saving projects.
