In response to construct the conservation-oriented society, universities across the country are actively exploring building energy efficiency road. In the process of the implementation of energy efficiency, the heavy financial pressure and the level of energy efficiency technology behind become major obstacles of the development of building energy efficiency in the universities. The application of Energy Performance Contracting model can provides financial and technical support for university building energy efficiency. Thus, it is very necessary to introduce the Energy Performance Contracting model into the universities’ building energy efficiency reconstruction work.In this paper, based on energy performance contracting theories and research results at home and abroad, it used literature review, survey questionnaires and qualitative and quantitative analysis methods to analyze the factors that college building energy efficiency apply EPC mode. First, it introduced and analyzed the current situation of college building energy consumption status, basic characteristics, college building energy efficiency and existing problems, and application status and problems of EPC model. Second, through literature method and expert consultation method, it preliminarily sorted and amended the factors that Universities building energy efficiency apply EPC mode, and got four categories 22 factors, and then it used questionnaires and experts evaluate and scoring to empower each factors, collected effective questionnaires and deal with it, conducted weight calculation and arrangement among the factors, determined the main factors that college building energy efficiency apply EEB mode, the order was economic benefits of energy efficiency projects, renovation cost of energy efficiency projects, energy efficiency policies, energy prices, stakeholder satisfaction, energy efficiency technology, the relevant laws and regulations, fiscal and tax incentives, college funds, financing capability, economic benefits of energy efficiency projects and renovation cost of energy efficiency projects are the key factors. Again, for the economic benefits of energy efficiency projects and the renovation cost of energy efficiency projects, it used life-cycle theory to analyze university construction energy efficiency EPC mode’s costs and economic benefits. At the same time, it used cost-benefit theory and combined practical cases to evaluate EPC energy efficiency projects and analyze the economic viability of applying EPC mode to transform energy efficiency.Based on the above analysis, it put forward the suggestions from four aspects of the social, economic, college, and energy efficiency service corporation to promote the application and promotion of EPC model in universities, including the improvement of relevant laws and regulations, the establishment of energy efficiency measurement and assessment system, increasing financial and tax policy incentives, improving universities EPC projects’ financing environment, constructing energy efficient supervision and evaluation system and improving the level of ESCO energy-saving technology.
