Energy Performance Contracting Model Application In Public Buildings

Energy consumption, especially power consumption is the coincident indicator of economic development, which can accurately and directly reflect the current economic situation. With the rapid development of China’s economy, environmental problems have become increasingly prominent, and building energy consumption, as one of China’s three major energy consumption, has exhibited a sharp upward trend.Among the building energy consumption, the existing public building energy consumption problem is serious. The saving reconstruction of most buildings with high energy consumption must be conducted. Though the construction of energy-efficient buildings and energy-saving renovation of existing buildings in China has been carried out for a long time, the energy saving modification in public buildings has encountered such obstacles as lack of investment entities, unsatisfactory energy efficiency, owners’ poor motivation to change, etc. This paper, themed at applying the energy performance contracting mode to energy-saving modification in public buildings, has carried out a systematic exploration, trying to work out an effective way that is suitable for China’s energy-saving public buildings.First of all, this paper briefly introduces the concept of energy performance contracting mode, contracting types, running processes of the existing energy saving modifications as well as encountered risks. The mode’s application conditions and various issues in China have been introduced in three aspects of the current status of policies, market conditions and the development of energy service companies.Meanwhile, the paper presents the development of energy performance contracting mode in some developed countries and summarizes their experience of rapid growing.Secondly, it introduces China’s current energy-saving characteristic and situation of public buildings. It has been found that the use of direct energy in construction industry accounted from 20% to 30% of China’s total energy consumption of goods,especially for large public buildings, which consume a much greater amount of energy.Research group investigates energy consumption of three kinds of typical public buildings in Shaanxi province and analyzes the different type of public building energy consumption characteristics.Again, this paper introduces the current situation and application of the existing public building, as well as several types of energy efficiency modification by using contract energy management. Through the use of DEST comparative analysis modeling to a mall in Xi’an, it could optimize energy management contract after the transformation as a result; it has affirmed its energy-saving effect as well as the feasibility and advantages of energy saving mode by analysis. Through the modeling analysis, it can conclude that the applying of energy performance contracting mode in public building energy conservation transformation can received good results. In the concrete use of energy performance contracting mode, it should classify public buildings and apply different transformation model into different types of buildings.according to the two factors which is type and size of public buildings,Finally, aimed at a series of problems in the development of energy management contract, this paper has proposed some recommendations to complete the contract energy management mechanism and promote further development of energy service companies.
