Accidents on power system by artificial factors are central contents of safetymanagement tasks in power enterprises. In order to prevent the accident happenings, GridCompany invest a large number of manpower and capital and set up Anti misoperationlockout systems, preventing happening of artificial accidents by application of techniquemeans.The mis-operation devices used in electric power system are those devices which areinstalled in electric equipment and its automation control system and can lock and instruct theoperation routines and positions of electric equipment in order to prevent happening ofmis-entering electric gaps and mis-operating electric equipment,including preventing mis-offand mis-on of circuit breakers; preventing off and on of separation switches with load;preventing on of grounding switches (or grounding line) with electricity; preventing on ofcircuit breakers (or switch) with grounding line (or grounding switch); preventingmis-entering electric gaps.It includes Online independent atresia, atresia of integration Antimisoperation lockout by microcomputer, electrical lock, electric and magnetic lock,mechanical lock, electricity-display device, etc.The dissertation briefly describes the evolution history of Anti misoperation lockoutsystem and the installations and applications of Anti misoperation lockout system inDongguan Electric Power Delivery Bureau, emphatically introduces current installations andapplications in Dongguan Electric Power Delivery Bureau, analyzes and explores the typicalAnti misoperation lockout modes such as500kV Dongguan substation,220kV YuanjiangSubstation,220kV Hemei Substation, to find the reasonable Anti misoperation lockout modesof substations, so as to direct the design, implementation and examination for reception, tocontrol the Anti misoperation lockout systems having good reliability, use-easiness fromprocess. Also proposed future trends and prospects about Anti misoperation lockout systems,to provide ideas for the implementation of substation Anti misoperation lockout systems infuture.The dissertation also proposes the items that must be paid attentions in use by operationpersonnel, to benefit the correct use and management of Anti misoperation lockout systems become a necessary condition for full system functionality.It is necessary to reinforce trainingand instruction of works and staff members,and raise the level of use and management,toeffectively prevent the happening of mis-operation, to make the artificial accidents getcontrolled effectively.
