Substation is of great importance to the grid, it plays a role in converting the voltage level and taking a change in load. The reliable operation of the substation is directly related to the stability of the grid, and preventing the electrical mis-operation is a technology to guarantee the substation function well. With the rapid development of the power industry of our country, automation technology have been widely applied to substations. Telemetry, remote communication, remote adjustment and remote control, are all implemented in substations. This can improve the reliability and ensure the quality of power supply. However, a challenge is taken for the substation, which is how to use the latch device to prevent the electrical mis-operation effectively. The requirements for latch also need to be updated.This paper summarizes the development and research progress of latch device, describes the general requirements for substation to prevent mis-operation. Several common forms of latch device are also included, that is mechanical latch, electric latch and electromagnetic latch. Offline microcomputer latch device, on-line microcomputer latch device and comprehensive microcomputer latch device, these three protection system are introduced in details.This paper has a brief introduction of RCS9200 microcomputer latch system which is applied in the 500kV of Xinzhou substation. Combined with the practical application of the substation, the summary of the electrical fault which occurred in the practical project is taken to help the operators deal with the fault efficiently. The corresponding solutions are put forward based on the fault.In this paper, five aspects of technological innovation are given. Firstly, to make a detailed analysis of the 500kV isolation switch and ground switches locked loop, and propose improved solution. Secondly, to detect the state of isolation switch against the problem of program being skipped, and solve the problem in microcomputer key. Thirdly, through the way of making the bus being locked independently, it can improve the ability of lockout to avoid abnormal operation. Finally, to analyze the shortage of the lockout operation in management, and propose the corresponding improvements.A prospect of lockout device development is given at the last chapter.
